At the level of project development and construction, gas operating companies, importing companies and infrastructure investment companies are encouraged to develop and construct biogas projects. Adjusted development goals
The guidance abolished the 2020 development target for biogas. The development target for 2025 was adjusted from 15 billion cubic meters to 10 billion cubic meters in the draft for comments, and the target for 2030 was adjusted from 30 billion cubic meters to 20 billion cubic meters. By then, the industry scale will reach the forefront of the world, stimulating social investment of about 1.2 trillion yuan, treating 350 million tons of various types of organic waste annually, driving 1 million people to employment, and increasing farmers' income by 60 billion yuan annually. Under the guidance of the territorial space planning, the bio-gas “two-level development plan + city and county development and construction plan + key enterprise development plan” was prepared. At the city-county level, the practicality of industrial development and the institutionalization of project implementation were more emphasized. Protection. In addition, in the section entitled “Developing a development plan”, it has been repeatedly emphasized that the development plans for biogas at all levels must be prepared under the guidance of the territorial space plan. Most people don't know much about "territorial space planning", what it is and why it is so important, it is necessary to explain here.
After the 19th National Congress of the Communist Party of China, in accordance with the new development concept and high-quality development requirements, the Central Committee of the Party and the State Council issued "Several Opinions on Establishing a Land and Space Planning System and Supervising Implementation" on May 23, 2019. Opinions clearly point out that territorial space planning is a guide for national spatial development, a blueprint for sustainable development, and the basic basis for various types of development, protection, and construction activities. Establish a territorial space planning system and supervise the implementation, integrate the main functional area planning, land use planning, urban and rural planning and other spatial planning into a unified land and space planning, achieve "multi-regulation integration", and strengthen the guidance of land and space planning for each special plan The binding effect is a major deployment made by the Party Central Committee and the State Council. By 2020, basically establish a territorial space planning system, and gradually establish a "multi-regulation and one" planning preparation approval system, implementation supervision system, regulations and policies system, and technical standards system; basically complete the preparation of overall land space planning at all levels above the city and county levels. A "one picture" of national land space development and protection was initially formed. By 2025, we will improve the system of laws, regulations, policies, and technical standards for territorial space planning; fully implement the mechanism for terrestrial space monitoring, early warning, and performance assessment; and form a territorial space development and protection system based on territorial space planning and unified use control. By 2035, we will comprehensively improve the modernization level of land space management system and governance capabilities, and basically form a land space pattern with intensive and efficient production space, suitable living space, moderate ecological space, beautiful mountains and rivers, safety, harmony, competitiveness and sustainable development.
It is not difficult to understand why the development plans of various levels of biological natural gas and various special plans must be prepared under the guidance and restriction of the territorial space planning. In a word, future planning is to reduce randomness. Once a plan is determined, it is necessary to "draw a blueprint to the end."
The biogas industry must adhere to the direction of industrialization, commercialization, marketization, and professional development. With regard to the development and construction of biogas, the Guiding Opinions emphasize that the industry must follow the direction and path of industrialization, commercialization, marketization, and specialization from seven aspects. This inevitably reminiscent of the "government-sponsored" investment model adopted in the development of domestic biogas projects in China in the early years. The investment is heavy and the operation is light. State funds are sprinkled with "pepper noodles" every year, and a number of biogas projects are built each year, but there is no significant increase in gas production. This kind of government-managed investment management project can no longer meet the requirements of high-quality economic development in the new era, which may be the main reason for the country to push biogas to industrialize, market, and professionally. For large-scale development and high-level consumption of biogas, technological progress, model innovation, policy support, and market mechanisms are indispensable.
At the level of biogas project construction, it is necessary to draw several points from the guidance.
1. According to the county's resources, the entire county will advance, with multiple locations, and it is advisable to control the daily output of a single project at 1-30,000 cubic meters of biogas.
2. According to the urban household waste removal and transportation statistics collected by the Association at the end of 2018, the amount of organic waste (food and household kitchen waste) that can be transported in cities and towns in China is about 140 million tons. With the further advancement of the garbage classification system, large and medium-sized cities can build biogas projects according to local conditions, which will be a large uncultivated "virgin land".
3. In order to encourage gas operators to enthusiastically adopt biogas, national oil and gas companies will support conventional gas distribution for investment and construction of biogas projects and gas operators that consume biogas. Encourage conventional natural gas import and infrastructure investment enterprises to develop and construct bio-natural gas projects.
4. Design and develop a biogas carbon emission reduction methodology system to promote biogas companies to participate in carbon emission trading.
5. Encourage industry-university-research integration in biogas technology and model innovation.
6. Establish the industrialization standard system and technical equipment certification system for the entire industrial chain of biogas.
Establish and improve the biogas industry system from six aspects
The development of an industry cannot be separated from the construction of the industry's own system. The guiding opinions gave principled opinions on how to build an industrial system from six aspects. Among them, there are five aspects that are most closely related to business operations.
Encouraging the exploration and purchase of raw materials for who pollutes, who pays, and who benefits from processing will greatly reduce the operating costs of biogas projects and increase market competitiveness.
Establish a diversified consumption system for biogas, and actively promote the priority use of biogas, which will open the bottleneck of biogas from the production side to the consumption side and reduce the product consumption threshold for biogas companies. The back-end consumption of bio-natural gas should take the lead in combining the local natural gas consumer market. It is necessary to insist on heating if it is hot, electricity if it is suitable for electricity, CNG if it is suitable for electricity, and pipe network when it is suitable for parallel pipe networks.
Whether the industry can take the path of market-based commercialization, whether it can get rid of excessive dependence on gas price subsidies in the future, whether the high added value of biogas fertilizer can be fully reflected, and whether it can establish an industrialized organic fertilizer production and consumption system, The healthy and sustainable development of the natural gas industry is crucial.
Biological natural gas projects are typical environmental protection projects and urban and rural infrastructure. In order to avoid secondary pollution, it is imperative to establish an environmental protection system for the entire life cycle of biological natural gas projects, especially the smell of raw materials and waste residues generated during the production process. Must meet emissions standards.
In terms of industry statistics, there is still a big difference between biogas and biomass power generation. For the measurement and monitoring of biomass power generation, power generation data statistics mainly rely on grid companies, and how to establish a bio-gas industry statistical system? Guidance combined with the reform spirit of the State Council's “decentralization service”, it is proposed to establish “project self-monitoring, industry unified monitoring, government "Intensify supervision" in the new period of China's biogas statistical monitoring system, which puts higher demands on industry organizations to strengthen industry self-discipline and their own capacity building. At the same time, the new monitoring system will be able to integrate more social resources and forces to participate in industry management and services.
Need for sound support policies
The development of the industry is inseparable from the support of national policies. The guiding opinions summarize the supporting policies that need to be studied and improved in the next five aspects. 1. Research and establish a green gas quota mechanism. 2. Formulate policies and measures for preferential use of biological natural gas. 3. Establish a mechanism for linking the development and utilization of biological natural gas with the planned natural gas distribution and import volume distribution. 4. Research and introduce green credit support policies for biogas. 5. Organize the development and construction of biological natural gas industrialization projects, and accelerate the establishment and improvement of a supporting policy system.
Sort out the existing preferential support policies
Compared with the draft for comments, the guidance reviews the existing preferential policies for energy conservation and environmental protection and resource recycling in China, further clarifying that biogas projects can enjoy preferential treatment in the following four aspects. 1. In terms of land use, priority will be given to the annual land use plan. 2. In terms of taxation, enjoy preferential policies on comprehensive use of resources, value-added tax, corporate income tax for environmental protection, energy-saving and water-saving projects, project import equipment tariffs, and import value-added tax. 3. Raw material pre-treatment and organic fertilizer production enjoy agricultural electricity price policy. 4. It is required that special funds such as comprehensive utilization of straw, purchase of agricultural machinery, resource utilization of livestock and poultry manure, replacement of organic fertilizer with organic fertilizer, and the related policies of raw material protection of organic natural gas project and utilization of organic fertilizer should be linked. Strengthen industry supervision
The government's efficient supervision system is a strong guarantee for the healthy and sustainable development of any industry. The guidance has further strengthened the construction of the industry management system. Biological natural gas is a flammable and explosive gas, and all links in production, storage, distribution and distribution must be strictly monitored. The guidelines suggest the development of biogas project management guidelines, preparation of plans, project construction and operation management guidelines, and guidance for the management of biogas in various regions. Emphasize support for the integration of biogas that meets the standards into the urban gas pipeline network, and encourage biogas companies to conduct market-oriented transactions directly with end users. Adhere to strict source access and strengthen the entire process safety management for the production and marketing of biological natural gas. Finally, it is emphasized that it is necessary to strengthen the construction and supervision of industry organizations, and promote the self-sustainable development of the industry. It seems that under the guidance of the concept of high-quality economic development and the market's decisive role in resource allocation, the development path of the biogas industry has a long way to go.
Regarding the guidance and the development of the biogas industry, the Association made six suggestions for the reference of relevant government departments and industry experts:
I. The development of biological natural gas and the promotion of the transformation of biomass energy development and utilization to non-electricity fields and high value-added directions is a great thing that benefits the country and the people, and the society will strongly support it, but this is only for biomass. Can develop and utilize incremental markets. The sustainable development of the biomass energy industry requires us to "look up at the sky" and "look down at the ground." For biomass power generation projects in operation, on the premise of maintaining the stability of existing policies, it is recommended that relevant national departments issue support policies for the transformation and upgrading of existing power generation projects as soon as possible to give the industry a transition buffer period and encourage and promote the stock biomass through market-based mechanisms. The transformation of power generation projects to cogeneration and integrated energy services will improve the market competitiveness and overall profitability of the biomass power generation industry and effectively alleviate the huge gap in the National Renewable Energy Development Fund.
2. Due to the long biological gas industry chain and the multi-disciplinary and multi-disciplinary aspects involved in the industrial development process, based on the guidance, it is recommended that the National Development and Reform Commission and the National Energy Administration prepare the “National Medium- and Long-Term Development Plan for Bio-Gas” and “Bio-Gas Industry Development” "Implementation plan", in which the specific work tasks, the time limit for completion and the main body of responsibility are specified in the plan to ensure that the industrial development ideas in the guidance can be implemented.
3. It is recommended that the state start the construction of the first batch of biogas industrialization projects and the introduction of biogas back-end rewards and compensation policies in the first quarter of 2020, encourage first trials, and accumulate experience for the subsequent development of the industry. In the process of promoting industrialization projects, a series of supporting policies such as gas price and organic fertilizer award policy, fiscal and tax preferential policies, industry standards, and industry supervision have been gradually introduced or improved.
4. It is recommended that all electricity used in biogas production and operation (including biogas residues and biogas processing and production of organic fertilizers) enjoy the agricultural electricity price policy.
V. In the guidance opinion, the target for biogas development in 2025 (industry start-up period) is high, and the target for biogas development (rapid development period) in 2030 is relatively conservative. It is recommended that the target for 2025 be adjusted to the national mid- and long-term development plan for biogas. 6 billion cubic meters, the development target for 2030 will be adjusted from 20 billion cubic meters to 25 billion cubic meters per year. China can collect nearly 900 million tons of crop straw annually, large-scale livestock and poultry farms produce 2.05 billion tons of manure per year, and the city produces 140 million tons of kitchen waste annually. According to conservative estimates, China's biogas development potential is about 150 billion cubic meters per year, which is not even considered as industrial organic waste and domestic sewage sludge.
